Meeting Minutes
Thursday, March 10, 2016

Present: John Knight, Selectman, Sheila Vanderhoef, Town Administrator, Fred Guidi, Finance Committee
Vendors: Martin McDonald (sole proprietor), Richard Johnson, Amory Engineers, Mike Scipione, Bruce Adams & John Hanifin, Weston & Sampson, Dan Pallotta, Brad Mckenzie & Mike Delvecchio, P3

The meeting was called to order at 10:30 AM.
The purpose of the meeting was to interview the four respondents to the OPM RFP. Each vendor was allotted 45 minutes to present their qualifications and to answer questions.
Mr. McDonald submitted a bid as an individual. He began his presentation by outlining his relevant work history primarily at Raytheon. He also outlined his work for and with the town of Eastham. His local presence along with this knowledge of the water project was his key value added to the OPM position.
- Amory Engineers, Richard Johnson
- Mr. Johnson, a principle at Amory made the presentation. Amory is a small firm consisting of two principles and an intern. The company has done design and engineering work on a number of water projects. He described some of the work his firm has done over the years at several water projects in the Ledyard, CT area. Mr. Johnson stated that the company’s key benefit to the Eastham project is that Amory would “live in the project”.
- Weston & Sampson, Mike Scipione, Bruce Adams & John Hanifin.
- Mr. Scipione provided the initial part of the presentation. He described the firm; its size and history citing examples of their experience with water related projects. He stated that W&S wanted to build on the success of their current Peer Review contract with Eastham. Mr. Adams, who would be the project manager for any OPM contract, presented the firms qualifications as they relate to the tasks outlined in the RFP. He outlined a couple of projects where he felt the firm provided the type of OPM services sought by the town of Eastham.
- P³, Dan Pallotta, Brad McKenzie & Mike Delvecchio
- Mr. Pallotta opened the presentation by outlining the firm’s qualifications. Specifically, he stated that OPM work was the only business of P³ and that several of the firm’s employees were certified by the State of Mass as OPM’s. He then described a few water projects the firm had done. Mr. Pallotta then described the roles that Messrs. McKenzie and Delvecchio would perform should P³ be selected as the successful vendor. Messrs. McKenzie and Delvecchio then each provided a short description of the type of tasks they would perform on the project. Mr. Pallotta outlined some potential next steps including; reviewing existing project documentation, developing and action plan and getting CPC approval to move forward.
Meeting adjourned at 2:10 PM. A motion to go into executive session was made by Mr. Knight, seconded by Mr. Guidi. Motion passed 3-0.
